The Home Ownership Counseling Program (HOCP) offers potential home
buyers the opportunity to take the mystery out of the home buying
process. HOCP offers a series of workshops covering such topics as local
home ownership programs, understanding credit reports, how to shop
for a home, how to obtain a mortgage, the closing process, home
maintenance and repair and finance and risk management. The HOCP is
sponsored by the Community Action Committee of the Lehigh Valley. For

Pre-Purchase Counseling:
Allentown Neighborhood Housing Services
Pre-purchase counseling in the form of one-on-one assistance is
available through Allentown Neighborhood Housing Services. Prospective
home buyers have the opportunity to discuss their individual housing
needs and receive individualized counseling to address their own unique
personal and financial situations. Even if you have experienced changes
in your employment or living situation, or if your credit is less than
perfect, home ownership may still be attainable. Call Allentown

Down Payment and Closing Cost Assistance:
The Community Partnership Program (CPP)

Some people interested in purchasing a home may find it difficult to pay
the down payment and closing costs. The Community Partnership
Program (CPP), sponsored by the Pennsylvania Power & Light Company
and the County of Lehigh, can help prospective home buyers with down
payment and closing costs by offering loans of up to $3,500 to be used
toward these costs.These interest-free loans are 100 percent forgiven if
the property remains owner occupied for at least five consecutive years.
Applicants for CPP loans must be within established income limits and are
required to have $1,300 of their own funds to use toward down payment
and closing costs (in addition to the $300 application fee).They must also
complete the Home Ownership Counseling Program (HOCP) sponsored
by the Community Action Committee of the Lehigh Valley. HOCP offers
informative sessions on personal finance and other topics related to
owning and maintaining a home. For more information about the

Remodeled Homes:
Housing Association and Development Corporation (HADC) and the
Alliance for Building Communities (ABC)

Do you find older homes appealing, but not the potential repairs involved
with such properties? If so, there are homes available in the City of
Allentown which have been refurbished by the Housing Association and
Development Corporation (HADC) and the Alliance for Building
Communities (ABC), organizations which specialize in the rehabilitation of
properties to like-new condition.In addition, Habitat for Humanity offers
assistance for those with a limited income who are able to help with
some of the repairs to a home they will occupy.

Housing Rehabilitation Funds:
Homeownership Incentive Program (HIP)

Funds are available to encourage both the sale of existing single-family
dwellings to owner-occupants and also the conversion of multiple-family
buildings to single-family dwellings. Loans are also available to help
home owners correct health, safety and code violations and for general
property improvements. The Homeownership Incentive Program (HIP)
encourages both the sale of existing single-family dwellings to
owner-occupants and also the conversion of multiple-family buildings to
single-family dwellings in specified neighborhoods in the City of
Allentown. Generally speaking, this area is bounded by the Lehigh River,
Seventh Street, the Little Lehigh Creek and Tilghman Street. Funds from
HIP loans must be used to correct health, safety and code violations and
for general property improvements. Loans will be 100 percent forgiven
after five consecutive years of owner occupancy, provided that the home
owner's insurance is maintained and all taxes are paid. Applicants can
apply for loans of up to $7,500 for the purchase of single-family dwellings
and $10,000 for the conversion of multi-family buildings into single-family
dwellings. HIP loan applicants must pay a processing fee of

FHA 203(k) Dreambuilder Mortgage
This program provides one loan to cover both the purchase and
rehabilitation of homes in the City of Allentown. Prospective home buyers
can obtain a single, low down payment loan (as low as three percent
down), which covers both the purchase price of the house plus $5,000 or
more in eligible improvements or repairs. The maximum loan is up to 110
percent of the expected market value of the home.City of Allentown staff
members, at no cost to prospective borrowers, conduct a preliminary
feasibility study, prepare cost estimates, assist in bidding the job and
selecting contractors. They also inspect all work as it progresses,
authorize the release of payments to contractors and conduct the final
inspection. (These service are available only in specified
